In these tough times, there are a number of resources available to people in need. We have listed several for your convenience. Shelters are in need of donations more than ever. Most shelters also are always looking for volunteers. Look to your homeless shelters for volunteer opportunities. Please help and get involved.
Several programs exist to address the needs of Maryland's homeless population and those in danger of becoming homeless. However, the Department of Human Resources (DHR) does not provide direct services to individuals seeking shelter.
The following services are administered by DHR through their local departments of social services. To access any of the following programs or services, individuals may contact their local department of social services.

Maryland Department of Human Resources (DHR)
The Department of Human Resources assists people in need by administering a wide range of public assistance programs. Primarily, they help low-income people as well as families and children in crises. DHR helps low-income county residents access food stamps, medical assistance and temporary cash assistance. And, they help them pay their heating bills when they lack the income to pay it themselves. They also collect and distribute child support payments. In addition, DHR investigates allegations of child/adult abuse and neglect. Too often, the silent victims of family violence and volatile family dynamics are children. When necessary, they remove children from their families – either temporarily or for the long term – when the children are not being properly cared for by their families. Bethany Women's Center Bethany Women's Center is a drop-in program that offers women safe respite from the streets, support for basic needs, and access to resources and opportunities to help them move out of homelessness. Each day, 80 to 100 women receive breakfasts, lunches, and afternoon snacks; access our showers and bathrooms, laundry machines and a clothing closet; relax and rest in our lounge; and participate in a variety of activities, including arts and crafts, book groups, beauty sessions, health education presentations and more. Bethany Women's Center also offers a Crisis Care program. Clients who have a mental health or medical emergency, need information about emergency shelters or other area resources, or who require warm winter clothing or bus tokens can work with our staff to get help with these urgent needs. Maryland Homeless Shelters And Social Services For The Needy
A complete list of Maryland Shelters can be found by clicking on the link to the RIGHT. Many are emergency shelters along with general homeless shelters and some transitional housing opportunities. As a note, many of these shelters now have waiting lists. Please call before going to them. Many waiting lists are very long. Also a list of other homeless resources, such as services and transitional resources for the homeless, medical and dental clinics for the homeless and low cost and free alcohol and drug treatment rehab centers. (Centro de Crisis) Montgomery County Crisis Center provides immediate response to crisis situations for all residents of Montgomery County, Maryland. The center provides goal-oriented crisis intervention, brief crisis stabilization, and help in obtaining services for individuals and families with a mental health crisis or experiencing other crisis situations. 1301 Piccard Drive, 1st Floor | Rockville, Maryland 20850 (240) 777-4000 Open 24 hours a day/7 days a week Homelessness & Housing SupportHousing Counselor Program (HCP)
HCP operates in five jurisdictions and assists low income families who are homeless, or in imminent danger of becoming homeless to locate, secure, and maintain permanent housing. Counselors help these families establish adequate credit references and to apply for subsidized housing. The counselors also help access local public and private resources for the first and last month's rent, security deposits, utility payments, or donations of furniture. The five jurisdictions served are: Baltimore County, Harford County, Montgomery County, Washington County, and Baltimore City. Emergency and Transitional Housing and Services Program (ETHS) ETHS provides state funding for emergency and transitional shelters for people who are homeless. ETHS funds shelter beds and support services such as limited rent assistance, food, transportation, and case management. ETHS is administered locally with significant involvement of local homelessness agencies in each jurisdiction. The Directory of Maryland Emergency Shelters and Transitional Housing Programs can be used to contact ETHS funded and other shelter programs around the State. The directory also includes summaries of each jurisdiction's Freezing and Inclement Weather Plans. Homelessness Prevention Program (HPP) HPP provides non-monetary assistance to households with a pending eviction, and in some jurisdictions, support counselors who work with tenants and landlords to prevent evictions. By providing short-term mediation or linkage to resources, the program helps families and individuals who are at risk for eviction to stay in their rental homes. Service-Linked Housing Program (SLH) SLH provides funds in thirteen jurisdictions to link low-income residents to community services. SLH stablizes households that are in precarious situations, thereby avoiding episodes of homelessness. Advocates help link residents to health services, education, job training, employment, addiction treatment, and other counseling. The jurisdictions served are: Baltimore County, Prince George's County, Anne Arundel County, Allegany County, CarolineCounty, Carroll County, Frederick County, Garrett County, Harford County, Howard County, Montgomery County, Washington County, and Baltimore City. Homeless Women - Crisis Shelter Home Program (HW-CS) HW-CS Home Program provides shelter, room and board, counseling, and referral services to homeless women and children. The shelters offer a 24-hour crisis hotline in addition to safe accommodations and meals. Other services include direct resource referral for housing, physical and mental health care, education, training, employment services, and case management. This program is located in Baltimore City, Anne Arundel, Baltimore, Calvert, Carroll, Cecil, Garrett Harford, Montgomery, Prince George’s, Somerset, St. Mary’s, Wicomico and Worcester Counties. |
